Baltimore, Maryland - June 04, 2014: People walk along West North Avenue in Baltimore City Thursday June 04, 2014. Baltimore's city council recently passed a stricter curfew for youths. Children under 14 are supposed to be home by 9pm. Children 14-16 are supposed to be home by 10pm during weekdays, and 11pm during the weekends and summer. Curfew violators will be brought to a curfew connection center, located in the Baltimore City School District's Headquarters. The bill's proponents say the curfew is aimed at keeping children safer, and not intended to criminalize curfew breakers. Critics of the bill argue the bill is a variation of "stop and frisk," allowing police to stop any young looking person without cause and the law will targeting poor, black neighborhoods, like the largely impoverished and mostly black neighborhoods surrounding West North Avenue.
