The Luke family was affected by the Virginia school system's lack of restraint and seclusion policies when their son Carson, who has autism, suffered a hand fracture after being shoved into a seclusion room at his school when they lived in Chesapeake, Va. They joined other families who testified to the Virginia Legislature. Restraint and Seclusion policies were passed.
