Baltimore, Maryland - December 16, 2015: Clifford Cain, a retiree, is photographed in his West Baltimore home. Mr. Cain was sued by Encore when the company didn't have a license. The collector garnished his bank account. When Mr. Cain tried to fight back years later and filed a class action against the company, they pushed his case into arbitration.
