Baltimore, Maryland - April 30, 2015: Dominic Chapman, 44, lives in one of the Penn North Community Resource Center's apartments with 11 other men and shares his room with one of them. He was incarcerated for more than 20 years of his life. Now he is in first semester of college studying For a degree in human services at Baltimore Community College.
The poor, predominately black area of Baltimore known as Sandtown is where the most violent riots occurred the week Freddie Gray was laid to rest. Tensions between the are's residents and police have been bubbling long before Freddie Gray died while in police custody.
